REGULAR  MEETING

1.   Meeting convened at 7:30 p.m.; those present and voting were the following members: Jane Cable, Chairman, Jane Marsh, Secretary, John Johnson, Vice Chairman, Tom Risom (Regular Member) and Pat Looney (Regular Member)

Also present:  Ted Kiritsis (alternate), Joan Bozek (alternate), Attorney Eric Knapp, counsel for the Zoning Commission and Ann Brown, Zoning Enforcement Officer

PUBLIC HEARINGS

1.  South Lyme Property Owners Association petition to amend the text of the Zoning Regulations, Section 11.19A.3 (list of South Lyme Property Owners Association).  

        A Motion was made by Johnson, seconded by P. Looney to CLOSE the Public Hearing on the application for the petition to amend the regulations, South Lyme Property Owners Association, applicants.  No discussion and a vote was taken.  In favor:  J. Cable, J. Johnson, T. Risom, J. Marsh, P. Looney    Opposed:  None   Abstaining:  None    The motion passed unanimously. 5-0-0

2.  Special Permit/Municipal Coastal Site Plan Application to permit construction of a new 4 bedroom residence in the Gateway Zone in excess of 4,000 square feet; and a Special Permit Application for the existing house to be converted and used as a one bedroom accessory apartment on property located at 62 Buttonball Road, Alex and Patrice Romeo, applicants.

        A Motion was made by P. Looney, seconded by J. Johnson to CONTINUE the Public Hearing to the April 11, 2011 on the application for 62 Buttonball Road, Alex and Patrice Romeo, applicants.  No discussion and a vote was taken.  In favor:  J. Cable, T. Risom, J. Marsh, P. Looney, J. Johnson    Opposed:  None   Abstaining:  None    The motion passed unanimously. 5-0-0

3. Town of Old Lyme Petition to Amend the Zoning Regulations:  Definition Section 3.71 Floor Area, plus other miscellaneous changes as shown in the text on file which correct omissions and typographical errors.   

        A Motion was made by T. Risom, seconded by J. Johnson to CONTINUE the Public Hearing to the April 11, 2011 on the Petition to Amend the Zoning Regulations by the Zoning Commission in order to obtain a referral response from the Planning Commission.  No discussion and a vote was taken.  In favor:  J. Cable, T. Risom, J. Marsh, P. Looney, J. Johnson    Opposed:  None   Abstaining:  None    The motion passed unanimously. 5-0-0

REGULAR MEETING

1.   Special Permit Application to permit 2 small “bump-out” additions to the existing dwelling which exceeds 4,000 square feet in the Gateway Conservation Zone on property located at 14 Johnnycake Hill Road, Peter Gerster, applicant.  Receive application and applicant to request an exemption of Section 4.10.12 of the Zoning Regulations.

        A Motion was made by J. Marsh, seconded by P. Looney to GRANT a WAIVER of Section 4.10.12 of the Zoning Regulations for the application at 14 Johnnycake Hill Road, Peter Gerter, applicant.  No discussion and a vote was taken.  In favor:  J. Cable, T. Risom, J. Marsh, P. Looney, J. Johnson    Opposed:  None   Abstaining:  None    The motion passed unanimously. 5-0-0

2.  South Lyme Property Owners Association petition to amend the text of the Zoning Regulations, Section 11.19A.3 (list of South Lyme Property Owners Association).  

        A Motion was made by J. Johnson, seconded by P. Looney to EXCHANGE the existing list of the text in the Zoning Regulations, Section 11.19A.3 and replace it with the new list of the 399 people listed dated August 19, 2010.  Discussion:  lengthy discussion ensued.  A Motion was made by J. Johnson, seconded by P. Looney to move the question.  That motion passed unanimously.  The original motion was then voted on as follows:  In favor:  J. Cable, J. Marsh, J. Johnson, P. Looney    Opposed:  T. Risom   Abstaining:  None  The motion passed 4-1-0

Minutes of Public Hearing and Regular Meeting of January 10, 2011

        A Motion was made by T. Risom, seconded by P. Looney to APPROVE the Public Hearing minutes and the Regular meeting minutes for the January 10, 2011 Meeting, as submitted.  No discussion and a vote was taken.  In favor:  J. Cable, J. Marsh, P. Looney, T. Risom    Opposed:  None   Abstaining: J. Johnson
The motion passed unanimously. 4-0-1

Minutes of the Regular Meeting of February 14, 2011                                             

        A Motion was made by J. Johnson, seconded by P. Looney to APPROVE the Regular meeting minutes for the February 14, 2011 Meeting (no public hearings) with the following correction:  on page 7 and throughout the paragraph correct spelling from Mr. “Bresnekoff to Mr. “Resnikof”.  No discussion and a vote was taken.  In favor:   J. Cable, J. Marsh, P. Looney, J. Johnson, T. Risom    Opposed:  None   Abstaining:  None    The motion passed unanimously. 5-0-0

        A Motion was made by J. Johnson, seconded by P. Looney, to adjourn the March 14, 2011 meeting.  No discussion and a vote was taken.  In favor:  J. Cable, J. Marsh, J. Johnson, P. Looney, T. Risom.  The motion passed unanimously and the meeting adjourned at 10:20 p.m.
